Yes, our Q3 release will contain such a package.
If not, then FYI I've been the admin of the WinAVR project
<http://winavr.sourceforge.net/>
which provides a GCC based toolchain for the AVR. The download is a
single-file Windows installer based on the open source NSIS installer
package:
