Looks good. Please note that the clapack module is pulled in via
svn:externals. Thus, this change can't go in as a single (atomic)
checkin. In addition, clapack has its own ChangeLog.csl files, which is
a better place to put the changelog note in.
Jules, I notice that vendor/clapack has multiple ChangeLog.csl files,
even though it is a single vendor library. What's the reason for this ?
Can this be unified into a single toplevel vendor/clapack/ChangeLog.csl
file ?
