Jules, I notice that vendor/clapack has multiple ChangeLog.csl files,
even though it is a single vendor library. What's the reason for this ?
Can this be unified into a single toplevel vendor/clapack/ChangeLog.csl
file ?
clapack is pulled in as three externals (into
vendor/clapack/{SRC,F2CLIBS/libF77,blas/SRC}. A single ChangeLog in
vendor/clapack couldn't also be in the vendor import directory.
