Yes, there is an ARM GNU/Linux ABI supplement.
The supplement is very small because most of the ABI is specified in the ABI for the ARM Architecture. The GNU/Linux supplement just specifies those aspects of the ABI that the ABI for the ARM Architecture leaves to the discretion of particular platforms.
